The project extended the Interstate 395 Express Lanes from Fairfax County through Alexandria and Arlington in Virginia, to the Washington, D.C. line. The toll lanes were extended for eight miles north from Turkeycock Run near Edsall Road in Alexandria to the vicinity of Eads Street in Arlington near the Pentagon.

Technical Details:

The project added a third reversible HOT lane on I-395, accessible for free by vehicles with three or more occupants and an E-ZPass Flex transponder, or for a toll by all others.

The improvements were primarily built within the existing footprint of the I-395 HOV lanes.

Scope of work included but was not limited to:

  • Over 120,000 LF of Fiber Optic Cable
  • Over 1,300,000 LF of Conductor
  • Over 23,000 SF of Sign Panels on roughly 60 Overhead Sign Structures and Toll Gantries
  • 32 DMS
  • Over 280 ITS Devices (VSL, LCS, Cameras and MVD)
  • Almost 6,000 CY of Concrete Foundations
  • Approximately 300 Luminaires, associated Light Poles and Electrical Services
  • 8 Backup Generator Sites
  • 8 Traffic Signal Intersections
  • Over 60 Reversible Traffic Control Gates

Key Improvements:

  • Extending express lanes to the vicinity of Eads Street
  • Providing new travel options for single-occupant drivers
  • Installing an active traffic management system to keep traffic moving
  • Improving connections between the I-395 Express Lanes and Eads Street
  • Providing dedicated annual funding for transit

The project provides more options for faster and more reliable travel in one of the most heavily traveled corridors in the country and expanded the region’s network of express lanes.
